won't restart after itunes update

HP Pavilion Desktop 570-p022 Windows 10 I did an iTunes update and hit restart button and hp computer will not restart, it opens to the hp in a circle I have turned power on and hit ESC key -got to screen where the start up setting show up- I tried f4 waited nothing happened- I started again and tried f11 waited nothing is happening, still a blank screen. If Windows fails to restart two consecutive times, the 3rd restart should start in "Recovery Mode", where it might be possible to "repair" Windows, or to use "System Restore" to time-warp Windows back to a date/time when it was working correctly.
