It is not normal for your computer to ask that question.

It suggests that Windows did not previously have a "normal" shutdown, and so it is asking whether you want to try a "repair" operation, or some other options.

There was a Windows Update released on Tuesday, September 12 that cause some HP computers to show a "black screen" for up to 15 minutes, before the startup of Windows (icons on the desktop, with your normal wallpaper image) completes.

How long did you wait before declaring "that is it" ?

I have not checked, but there were Windows Updates released on Tuesday, October 10 ("yesterday") that may fix the problem, if your computer has downloaded & installed those updates, since 10 AM on 10/10/2017.

Before clicking ENTER, what other options are displayed?
