If I understand what you have stated, you had 16GB installed.
Was it a pair of 8GB modules r a single 16GB memory module?
Look on the module for the part number information and use identical memory module(s) for a successful upgrade.
Otherwise, you can purchase a pair of identical guaranteed compatible memory modules to upgrade the memory to 32 GB.

The memory modules are not identical. That us why the second module is not operating as expected.
Sometimes having the same manufacturer and frequency works. In this case it did not. I explained why that is in my previous reply.
