Elite Desktop 800 G2 TWR

Currently my BIOS says 2.28

There have been updates and when I try to update to the new one using the HP tools I get a message that I am trying to update to an older version 2.16.  How can I get the new version to update?

that's just to answer your question!
If you update it is at your own risk
Check, if it matches your computer
Sometimes you have to do all the updates in order, I can not tell you if this is the case or not for you.
