Brand new ProDesk 400 G5 Desktop Mini - Fan constantly running at t idel mode

Microsoft Windows 10 (64-bit)

Fan is never stopping at idle mode on a brand new ProDesk 400 G5 Desktop Mini.

First of all is it a standard behavior for this model?

Even if fan is running at minimal speed, enclosure is emitting minimal noises by resonance. (not the case when the unit is open.)

At BIOS level, I didn't notice any parameter to disable/stop the when temperature is low or at idle mode (e.g. 40 °c/104 °F)   

However  "Increase Idle Fan speed" parameter is existing but it does the opposite and this is not what I looking for.  

Any ideas to manage fan rotation (fanless included) at BIOS or OS Level?
