CPU FAN RPM does not increase on high temp

Hello,

 

It seems that CPU does not increase on high CPU temp. It remains the same as it's set on BIOS on Thermal options.

Has anyone encountered this before ? 

I would like to mention that this was same on BIOS version 2.x and 3.x. Currently running latest bios 3.08 released in 2019.

I would assume this is somehow related with BIOS firmware since there is no way in viewing FANs RPM under BIOS menu.

I have checked and CPU FAN and chassis fan has a 4pin so PWM function should work.
