I have a HP Z Display Z23i - 23" LED 1080p Monitor. Can I purchase and attach a web camera? Will any web camera work or must it have certain specifications?

I don't think it has physical hole for you to install a webcam. You can use normal webcam and attach to your machine. Monitor and webcam will work independently. Many webcams have a clip, and you can attach it to your monitor. There are many around:
From HP
https://store.hp.com/us/en/plp/accessories/audio-visual&use=computer-camera
From Logitech
https://www.logitech.com/en-au/webcams?filters=3801
and many, many more.
Regards.

So, it sounds like any camera would work. Just to confirm, if I order this one you're quite sure it will work?
