I was wondering if I could charge my HP PAVILION X360 Convertible 14-CD0524SA via its USB C port?

No, cannot charge.  From your spec, that port is for data only

1 USB Type-C™ 3.1 Gen 1 (Data transfer only, up to 5Gb/s)

 

You have to charge the laptop using one of those "smart pin" A/C adapters that HP is famous for.
