You need to make sure that the PSU of your HP notebook has PCIe video card power connection cables capabilities that provide enough power for the RTX 3080 card's power requirements.
I strongly suspect you will need to upgrade the PSU to one that is about 700 watts or perhaps more.
An RTX 3060 will fit so the 3080 should. I highly recommend that you compare the physical dimensions of both cards to ensure that the RTX 3080 has enough space before puling the trigger on the purchase. I provided links to the GPU database for each which has just about every manufacturer's offerings and specs.
Promethee is correct. Upgrading to a PSU that will allow use of the RTX 3080 video card does not appear to be a viable option.

at this time I cannot certify it, but it works with several models
in any case, the rtx 3080, is probably not possible
