It came with a i3 8100 and I would like to upgrade it to a better and more efficient CPU. I also want to put a regular psu in it so it has more power to suppy a rtx 3060 or 4060 by cheating the PWRCMD port on the motherboard

Assuming you got an HP Pavilion Desktop TP01-0xxx fitted with a Rother motherboard (SSID: 8653), yes, you can install an i7-9700KF (95-watt TDP) as this User shows with another "K" 95-watt processor, an i5-9600K (95-watt TDP): https://www.userbenchmark.com/UserRun/67467195.

 

The only thing is that you really should upgrade your CPU heatsink, such as a "Thermalright Peerless Assassin 90 SE Dual-Towers CPU Cooler" just like I did with my HP Pavilion TP01-3003w upgrade project: https://h30434.www3.hp.com/t5/Desktop-Hardware-and-Upgrade-Questions/Upgrading-an-HP-Pavilion-TP01-3..., which is a related PC.

 

Trust me, you cannot "cheat" HP's proprietary power supply restrictions -or at the very least it wouldn't be worth the effort and troubles trying to do so.

 

Upgrade your power supply to a 500-watt unit with either the larger-sized p/n: L05757-800 or the smaller-sized p/n: 901759-013 to power an RTX 3060 or RTX 4060.
