Can anyone identify this chip on a HP Elite 8100 SFF motherboard?

Product Name: 8100 Elite SFF

The PC died suddenly, no sign of life at all (not even the motherboard standby power LED).

Tested by progressively removing everything attached to motherboard and powering up each time. Only when I removed the CPU did the standby LED finally light up, but the chip in question also started glowing and smoking.

Motherboard: MS-7557 Ver 1.00 , HP spare part no: 531991-001.

And subsidiary question: given the described symptoms, how likely is the CPU itself to be dead?

Never mind, I found out by buying another board.

 

The chip is a Richtek RT9199 regulator chip.

 

And to answer my second question: it looks like the CPU is dead Smiley Sad.
