I am having hp 290 p0035il i3 8100 8gb ddr4 ram can i add 1650 super or rx 570.

That is a low profile chassis.  As explained by @Paul_Tikkanen

1) That computer has an HP proprietary PSU and the connectors are not ATX 24 pin.

2) The cards you suggested are full height cards, and require added power in the range of 100W and 150W respectively.
