Power cycled. I've tried everything I can think of. It appears that Hyper-V is not possible on this machine despite coming loaded with 32GB of memery and Windows 8.1 Pro.

You did have it working once per your post. Is that correct? And then after the next power cycle it failed again?
I am wondering if reloading the HD with secure boot off and legacy mode enabled would make a difference. It's a lot of work to try this idea. Be sure to make the external HP recovery media if you are going to try this idea.

I also bought the HP Envy 700-230qe to enable me to run Hyper-V under Win 8.1. I've run into exactly the same issue. Is there a way to raise this issue to HP Support and get a fix or work-around?

I'm running in to the exact same issue with an HP ENVY Phoenix 810-130QE. The problem appears to be occurring across HP's entire product line based on what I've seen in the forums.
I posted a similar cry for help in the forums as well (here).
Hopefully someone will be able to give us a solution. Otherwise, at least in my case, I'm going to ship this thing back to HP and go to another vendor who can give me a working Hyper-V system.

I spent hours on the phone with HP support (and being passed around to different groups) and they ended up asking me to send the computer in to them. I wrote a detailed explaination of how to recreate the problem and included it with the computer. Today I recieved the computer back with a new motherboard, but without virtualization enabled. When I enabled virtualization I had the exact problem.
I'm pretty discusted with HP right now and will probably just return the computer and start over with a different vendor. Too bad because other than Hyper-V I really liked the computer. Just the bad support was enough to drive me away. Other than this forum (which has been great) I never talked to anyone else at HP that even acted like they wanted to understand my problem.

For whatever it's worth, I figured out how to solve the issue but it is by no means ideal.
I was finally able to get Hyper-V working properly on a similar machine (HP ENVY Phoenix 810-103QE) by installing a fresh copy of Windows 8.1, upgrading to Pro, and then reinstalling all drivers with the exception of the Bluetooth drivers. The installation was not from the restore partition but was done using a retail Windows 8.1 Pro DVD.
Any attempt whatsoever to install the Bluetooth drivers either before I had Hyper-V up and running or after resulted in a failure. In the case of installing them before having Hyper-V running it would exhibit the hang at startup issue. In the case of installing them after having Hyper-V running it would cause an immideate crash and dump during installation.
It would appear that we are going to have to wait until either Microsoft, HP or the Bluetooth chip provider (in my case that's Ralink - now MediaTek) to release updated drivers, firmware or Bluetooth stack software to resolve the issue entirely. Since I don't care about Bluetooth on my desktop PC it's not that big of a deal for me but it may be a deal breaker for others.
