I can not get past the first blue screen on load up. I have done all the starting issue troiubleshooting - re seat ram, disable old card etc.
I have 650w PS as well
I think i may have a BIOS issue? Is this card not compatable with this set up? MB is a Gigabyte 2AC8 V1.2 with version 7.12 bios running. I do not see any update to this bios beyond that version.

What you have is an impasse. It is not upgradeable to the newer UEFI Boot Environment.
Your computer is an early 2012 model, and it was issued with WIN 7. The Boot Environment is called BIOS. Newer cards like the GTX 1070 are UEFI vBIOS. The last workable high end was the GTX 660. Although in the series, the 670 and 680 have been problematic with some motherboards.
