Microsoft Windows 8.1 (64-bit)

I added a PCI-Express Gen 1 video capture card in PCi-Express x1 slots but the Windows cannot detect the device. Please advise any special setting is needed?

It would be most helpful if you posted the make and model of this PCI-Express Gen 1 video capture card.  That way it can be determined if will actually function.

Is this what is being referred to?  Which one?

It is Pirect Uldra-P1 video capture card. Maker website is www. pirect.com. Thank you!

Interesting.  If you look in the BIOS, perhaps you can tell if the BIOS can see it.  There might be a setting to enable the slot you are using for the card, also.  F10 or F11 immediately after pressing the start button from an off PC.
