HP Pavilion AMD E2-1800 Processor

Product: HP Pavilion 23 All-in-One PC
Operating System: Microsoft Windows 10 (64-bit)

The CPU is constantly at 100% utilization. Can  this issue be resovled by upgrading the AMD E2-1800 processor with a different processor or can it be augmented with an additional processor to increase the 1.70 Ghz speed?
