HP Pavilion AMD E2-1800 Processor

Microsoft Windows 10 (64-bit)

The CPU is constantly at 100% utilization. Can  this issue be resovled by upgrading the AMD E2-1800 processor with a different processor or can it be augmented with an additional processor to increase the 1.70 Ghz speed?

The processor your PC has is an integral part of the motherboard and cannot be upgraded, nor can an additional processor be added to the motherboard.
