Operating System: Microsoft Windows 10 (64-bit)

The keyboard does not operate on initial powerup.  if I restart the computer the keyboard operates normally..

Welcome to the HP Forum.

 

The keyboard problem is sort of intermittent.

 

Are you using a wired keyboard or a wireless keyboard?

 

Try a different keyboard if possible. And you could try the existing keyboard in all available USB ports to see what happens.
