Hello,
I am replacing a defective hard dive on an HP Pavilion All in One, do i need to repurchase windows 10 from HP?

No you do not need to buy Windows 10 again. Since it already has the Windows 10 installed, it can be reinstalled using Windows 10 media from Microsoft, here:
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media" and follow the directions.
After the new drive is installed, boot to this media and reinstall Windows 10

Yes, if connected to the internet.
Word of advice: DO NOT pre-format the new hard drive. Let WIN 10 do it during install.

Windows has built in install parameters that will not let it be on an external drive and still function as an OS, so it will not be of any value to have it on an external drive other than a source for the install. In other words, you can download it to a DVD, USB or external but it cannot be installed on that other media, just as a source for the install to run from.
