I Have an HP Desktop PC - 870-203np and wish to upgrade it.
I wish to upgrade the following:
- GPU: I want to replace the current GTX 1070 with a more powerful GPU.
PSU: However, most graphic cards needs much power, which the current 300 watt PSU cannot deliver. If possible, I wish to not replace my PSU, but if needed what PSU would you recommend.
What Graphic cards do you recommend me that doesn't force me to change my PSU?
- RAM: I have 16gb and need at least 32gb. Can I only add DDR4 2400 (1200mhz) memory or can I have a better one? If so what do you recommend?

I am surprised that a 300-watt power supply is able to power a 150-watt TDP graphics card, but if it is able to do so, by all means, upgrade to a smaller-sized (two fan) RTX 4060 model, such as this one, with the added benefit that its TDP (115-watt) is lower too.
Unfortunately, according to your motherboard's specs as well as secondary sources, the maximum RAM your desktop can be fitted with is 2 x 8GB of DDR4 PC4-19200, 2400 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 288-pin RAM sticks.
If you haven't done so, you could consider upgrading your processor to an i7-7700K.
Unfortunately, your motherboard doesn't have an M.2 NVMe SSD slot, so you better use a fast SATA SSD, such as a Crucial MX500 or a Samsung 870 EVO as your primary (boot) drive.
