Hi! I want to upgrade my PC with a better video card. What kind of video card would you suggest?

And I would like to replace my windows 7 to a Windows 10, will it suport it?

Hi:

 

For your model, I would get the AMD Radeon HD 6450.

You can also max out the memory to 4 x 4 GB for a total of 16 GB.

 

It is very hard to find the right memory for the 8000 and 8100 Elites.

Yes, you can run W10 on there.  My 8000 Elite CMT is running the latest build of W10 (v1909) just fine.

 

You may still be able to get the free upgrade to W10...see this link below...It worked for me this past July 2019.
