Hp z400 chassis fan

Hi to all,

 

My name's Matteo and I own an HP z400. I updated the bios to the lastest version (3.61 A) and I notice that the rpm of the rear chassis fan is quite high, even I set up on bios the rpm on the lowest level. on bios the cpu fan rpm is about 1300 rpm, but the chassis fan is at least 1800 rpm.. and often overtake 2000 rpm. I check the temperatures of cpu, memory, etc.. and they look  same as some people already post on internet. I took a picture of the fan, because I got the workstation used, so... I don't know if it's the original or not.

First.. I would like to know if 1800-2000 rpm is normal for the computer on idle, and , if not... if anyone can suggest to me any solution.
