HP Pavilion Desktop - TP01-0027c

When I plug it in, all I get is a faint 'ciick', and I can hear 'transformer hum'. There is no voltage  on any of the PSU leads.

And I don't see a fuse. Maybe I went blind without realizing it,

 

Now, 'If I only had a brain', I would know the troubleshooting procedure for this scenario.... DO YOU ??

 

PSU = 310W  part# HP PCG007 937516-004.

MB = "ROTHER"
