Operating System: Microsoft Windows 10 (64-bit)

My PC came with a supposed terabyte of storage but the C:/ is full and the other drive empty - is this how it is supposed to work?

You need to tell machine to use the secondary drive for users data including photos, videos, musics and other documents .. Please use the following Guide

 

           https://www.windowscentral.com/how-move-default-user-folders-new-drive-windows-10

 

After that, you can move existing files from primary drive to the secondary drive.
