I recommend that you open up the notebook first and confirm the memory is removable, because there is a lot of conflicting information in the service manual and the product specs.
Starting with the product specs: It indicates the notebook comes with 2 x 8 GB of DDR4-2666 MHz memory.

So far, so good.
Then the service manual:
Chapter 1 indicates that the notebook has two memory slots and can support 2 x 8 GB of memory.
Chapter 5 has the memory removal and replacement procedure.
I don't know of any newer HP Spectre such as yours, that comes with removable memory.
The memory is usually an integral part of the motherboard and cannot be removed or upgraded.
If you look at chapter 3 of the manual, there is a list of motherboards...some come configured with 16 GB of memory and some come configured with 8 GB of memory.
That leads me to believe that the product specs, and chapters 1 and 5 of the service manual are incorrect.
Then there is the Crucial memory report for your notebook which indicates that the memory is not upgradable.

Now if you want to take the notebook apart and confirm things one way or the other...
If after opening up the notebook, you find that you can indeed remove the memory chips, you can run this command to see if the notebook will support 2 x 16 GB of memory:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. After the command prompt is opened, type wmic memphysical get maxcapacityEx and press the enter key.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.
If the report indicates 33,xxx,xxx, then you should be able to install 2 x 16 GB of memory.
