Installation of additional PCI-EX1 card with USB ports

HP Recommended
HP PRO 3500 MT
Microsoft Windows 7 (64-bit)

The USB ports no longer work on my PC (both the front and rear). Since there are no other ports (eg PS2) to attack the keyboard and mouse, I can no longer access in Windows and even in the BIOS.

 

I would like to know if someone has ever installed a card with USB ports on the PCI-EX1 bus and especially if the card and therefore the keyboard is seen when the PC boot...to enter the BIOS (with the key CANC or F1, F2, etc) or to login to Windows.
