Is it possible to transfer the insides of a (for example) HP Desktop AMD Ryzen 5-Series to a new case, to upgrade the graphics card and other things?

The two main things to consider are: 1) the holes in the motherboard matching the standoffs in the case and 2) the front connectors in the case matching the connectors on the motherboard.
