Programs, maybe. You have to use special software to do this and not only do you have to BUY it, the current versions are designed to work with Win10, Win8x, and Win7. I have no idea if they would work with WinXP. You would have to check with them to find out. The apps are LapLink PC Mover and EaseUS ToDo PC transfer.
Profiles, no. While you can create a profile on another PC and even use the same login information as on the first PC, the operating system assigns a special sequence of characters to the new profile and that makes it different from the profile on the old PC. That said, their is a free app you can get online known as CloneApp, which does not copy apps but instead, copies settings. But once again, it might not work on XP.
Files -- yes. Do both PCs have USB ports? That makes the process a lot easier.
