I have already indicated it above, the code corresponds to memory problems in general
But it can also be due to one or more defective slots, / incompatible module
But you must already have the right link for this

 

If your computer does not start, light emitting diodes (LEDs) or beeps can help identify the issue. The following information describes the flashing light and beeping error codes and how to resolve the problem.
Specific patterns of long and short blinks along with long and short beeps (where applicable) identify errors. The blink/beep sequence indicates the type of error:
  • The red LED blinks to represent the major error category (long blinks).
  • The white LED blinks to represent the minor error category (short blinks). For example, ‘3.5’ indicates 3 long red blinks and 5 short white blinks.
  • 1 second pause occurs after the last major blink.
  • 2 second pause occurs after the last minor blink.
Hardware

The embedded controller has timed out waiting for BIOS to return from memory initialization.
Indicates potential memory failure.
  1. Reseat memory.
  2. Correct memory configuration (correct DIMM placement and size/type matching).
  3. Test with known good memory.
  4. Replace affected component.

did you try both slots?

Remove the graphics card, does the sequence change?

I tried each of the 4 slots with the new ram module which is for sure compatible. 

I tried to remove the GPU but I always get the same sound error.

so if possible go to a specialist
Best you can do if she's HS
find a case, compatible for several motherboards
Buy a motherboard, which is better, but you may not be able to reuse the components from the old one.
Or look for an equivalent motherboard, which supports the same components (memory processors)
you should be able to reuse other items, like graphics card, hard drive etc.
Otherwise, go for a new, fully assembled computer if that seems too complicated.
You will find plenty of sites / forums, specialized in personalized configuration

Yes, I’ll go to a specialist indeed.

What does it mean HS?

If I buy a micro ATX can I put it into the old case?

If I purchase a new case and motherboard, do I have to buy a new power supply or use the one I had?

In french, HS, "Hors service", defective
I don't think they are not the same initials
It might be tricky to find a motherboard that can be installed, fixed, and have all the connectors identical.
The power supply, must see if it is a standard format, possible, I can not answer 100% in the affirmative.
This is something I haven't had a chance to try, and the HP models are all different anyway.

@Roggamer -- I looked at: ASUS TUF Gaming GeForce RTX 3090 OC Edition 24GB GDDR6X | Graphics Card | ASUS Global - Tech Specs

 

and it does require 850 Watts, when overclocked. 

 

However, some online stores are asking over $3900 (3 thousand, 9 hundred) for this device. Yeow!
