Motherboard won’t fully power on.

HP Recommended
Hp pavilion 4500

All cables are connected, computer has RAM inserted, green LED turns on, white power switch led powers on, Red LED no power or inactive? When I press the power button the device will not power on. I either wired the power switch wrong or have too much RAM. Not sure which problem it is?
