Hello! I've been confronting with this problem for a year or so. My PC started to not shut down completely anymore at some point after a windows update. In this case I've re-installed windows like 3 times from scratch , I've took it to a computer guy, he re-installed my windows again, even updated my bios driver, still the same.I have disabled  even hibernate from command prompt, I've disabled the fast startup. In system manager there is no Intel Management Engine Interface so I can uncheck the “Allow the computer to turn off this device to save power” ......so I am at my last powers now.....

The PC guy told me that it must be a controller from the mainboard  that causes delay at startup (it starts a bit slower.....the HP logo stays longer than usual) and it won't let the PC to completely shut down(fan still working and led remains on, even my usb keyboard lights are on).

 

PLEASE if someone resolved this problem......or if you know it's a hardware issue, even if it's from the mainboard let me know so I know what to do with it.

I reviewed your post and I understand that the computer is not shutting down completely.

 

Don’t worry, I assure you I will try my best to get this sorted.

 

I recommend you run the power troubleshooter. The power timeout settings can affect your PC on various levels and the startup process is one of them. This checks how long the PC waits before turning off the display and to enter in sleep mode.

Here is how it is done.

Press ‘Win + I’ shortcut keys to open Windows Settings app.

Click on ‘Update & Security’, then go to the ‘Troubleshoot’ section from the left-side menu.

Scroll downwards a bit and click on the ‘Power’ option.

Click on ‘Run the Troubleshooter’. It will start detecting the problems and if it founds, go ahead fixing it.

 

If you continue facing the issue, then follow the below steps.

 

On your keyboard, press ‘Windows key + R’ and type ‘Powercfg.cpl’ in it.

Hit the ‘Enter’ key to open power options in the control panel.

From the left-hand side, click on ‘Choose what the power buttons do’.

Then, click on the link ‘Change settings that are currently unavailable’.

From the bottom given power button options, uncheck the ‘Turn on fast startup’ option.

Click on ‘Save changes’ button.

 

If the issue persists, follow the below steps.

 

Go to the ‘Start’ menu and type ‘Control panel’ then hit the ‘Enter’ key.

From the top-right filter, choose ‘Large icons’ and navigate to the ‘Power Options’,

Click and open the ‘Power options’.

Select the power plan according to your requirement and click on ‘Change plan settings’.

Click on ‘Change advanced power settings’.

In the power options windows, click on the button ‘Restore plan defaults’.

Click on ‘Apply’ and then ‘OK’ button.

Hello and thank you! I have tried all three things that you mentioned but still not turning off....And lately I used my external hard drive , by conecting it to one of the pc's USB ports. Even after I keep pushed the turn on/off button of the pc the computer shut's down by force and the external drive remains active(led still on on the hard drive) but the pc is forced turn off from the power button. Do you think it could be something else?

@BornBlack The common causes for the issue:

  • Malware / Virus attack
  • Damaged Windows Registry files
  • Unwanted file in USB Drive
  • Damaged System files
  • Issue with the Flash Drive

Best fixes are listed below:

 

Step 1: Firstly, press Windows + R keys together to open the Run box. In the Run box that opens, type “msconfig” and click on OK.

Step 2: In the new window that opens, click on Selective Startup option in the General tab. Also, deselect the Load startup items check box.

Step 3: Now, go to the Services tab. Here, at the bottom of the window, you will find a checkbox for Hide all Microsoft services, select that. Then, click on the Disable All option.

Step 4: Click on the Startup tab now, and right-click on each enabled start-up item and select Disable option, and then click on the Ok button.

 

If the issue persists, you will need to restore your system back to normal through the following steps:

Step 1: Reopen the System Configuration window as you did above. Go to the General tab, and there select Normal startup option.

Step 2: Go to the Services tab and clear the Hide all Microsoft services check box. After that, click on ‘Enable All’ option.

Step 3: Again, click on the Startup tab and then, Enable all your startup programs by selecting them. Then, click Ok to apply the settings.

When done, Restart your PC.

 

Note: Do not forget to ‘Disable All’ in troubleshooting and ‘Enable All’ during restoration, or you will end up losing some really important OS functions.
