That could be a failed memory module or even a failing power supply.
Try removing one module and powering on. If that does not help, put the other one in its place and try that one. Use the module slot closest to the processor,
You can remove the hard disk and put it in a compatible USB enclosure and copy the files from it to another PC or laptop.
