Well I'm glad to report that I've fixed the issue. To cut a long story short I had to do the following:
1) move the jumper to the bb_rec spot.
2) boot PC, it did 8 beeps, 2 long and then 2 short - BIOS was corrupt.
3) created a hp_tools usb stick with the previous known working bios on it - think it was 0.27a
4) power on pc with usb attached.
now one other gotcha was i had my monitor connected via vga (on pc) to dvi on monitor and it still didn't work.
so i just happened to have a dvi to dvi cable so connected that and voila it worked, my display was back.
the BIOS was corrupt for sure after the hp support assistant suggested to update it - think it was version 0.54 or something.
anyway it's sorted.
