There have been issues with "fan Noise" on the HP all-in-one desktops with replies ranging from thermal problems to fan issues and more. What I did was to open the computer up and analyze the engineering  of item placement and the space there in. The fan does run almost constantly but that is not the problem. HP engineers were trying to give us the best sound so they included rather large resonator boxes off both speakers. These boxes are in close proximity to the fans and they are resonating fan noise thru the boxes to the speakers. But, the speakers are actually vibrating the noise you hear. When I removed the speakers, no fan noise. I guess I need them permanently gone and remote speakers with usb or hdmi connections since hp did not include a speaker jack.
