I just recently rebuilt my machines and now I'm seeing very slow transfer speeds from my USB3 devices. I am a using two brand new Western Digital (7200 RPM + cache) 4TB drive (just arrived). Both drives are only giving me a maximum of 22MB/sec transfer speed, between them, from either to internal SSD or from the internal SSD to either drive.
I'm using the Windows 10 OEM USB3 drivers ... is there a HP version that I should be using?

Thank you for posting on the HP Support Community.
There could be a possibility that this issue might have occurred if the Universal Serial Bus drivers are not up to date on the system.
To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates.
Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool. if the issue persists,
please uninstalls the USB drivers.
a. Press Windows + X, Click Device Manager.
b. Expand USB (Universal Serial Bus) Adapters.
c. Right click on the each Adapter’s name and click uninstall.
d. After uninstalling the all the drivers please restart the computer, as restart, the computer will install the drivers automatically.
Hope this helps! Keep me posted for further assistance.
Please click “Accept as Solution” if you feel my post solved your issue, it will help others find the solution.

Get this chappy and check what you see when you connect the device:
Consider also this thread:
You may also want to re-purpose Win 8.1 drivers
And search for them manually by going to each manufacturer's web site directly. In this very case start with this one:
