In this hot weather I fear my desktop may have overheated (prior to switching off the fans were very noisy) and even after a few hours off it will not power up. Do I just leave it longer to cool or is it likely to be damaged?

It is a possibility, but it is quite rare!
If there is overheating the computer should automatically shut down.
An hour should be enough for it to cool down, and then it restarts.
If passed more than two hours, it does not start, it is not normal
What exactly happens after pressing the start button?

The HP 27 series only has a CPU fan.  You found it noisy, are you saying you unplugged the fan then had the problem?

Running a computer without the CPU fan connected will overheat the CPU chip.  It is supposed to shut down at the critical temperature is reached.  Re-connect the fan.  Hopefully you have not destroyed the CPU chip.
