Operating System: Microsoft Windows 10 (64-bit)

I have a Hp z400 

i replaced source with chieftech 700 W and a xfx radeon 8gb 

 

my pc don t OPEN 

led power red and 4 beep

i make it again old source and graphic old card and my pc don t go signal out on monitor

 

i can t upgrade z400 with source 700W and graphic card 8 gb xfx radeon ?
