Hi,
Product ID: 6Q2Q4PA, Model: HP Pro Tower 280 G9 PCI Desktop PC, Same Model almost 60 Units have same PSU by same Part Number: L70041-004. All the device's PSU's Fan doesn't rotate. But the System running with that PSU.
My questions
1. Why the PSU's fan doesn't rotate?
2. How to Know PSU is active or Passive?
3. If the PSU doesn't rotate by manufacturing what is the task of PSU?
4. Is there any impact if the PSU runs without rotating the Fan?
Please clarify.

Welcome to the HP Forum.
The newer power supply fans don't spin until the part reaches a certain temp determined by sensors.
It would appear your PSU has a zero fan rotation feature.
I can only guess your power supply is providing power to the system while operating below the temps required to activate the fan.
