Power supply makes arcing ticking sounds when plugged in.

I purchased a pavilion gaming pc for a pretty good price, the pc looked mint however when I plugged it into power I noticed that the PSU was making a ticking sound. I unplugged and inspect the cable and port and didn’t notice anything wrong with either. 

the computer will power up and boot but after a period of time will restart randomly with no error codes or blue screens. It’s obvious the PSU is the problem but I want to know what exactly(components)in the PSU causes the ticking arcing sound.

It is difficult to know what is causing the ticking sound within the PSU.  You should definitely contact the seller for a replacement.  It will only get worse and could cause major component failures if it shorts out.
