Greetings, I am wanting to upgrade my 180wt SFF PSU to at least 300wt for better graphics cards.  Does anyone know if the PSU can be replaced/upgraded?  I have noticed there are noticeable video issues when doing work on a different window.   If possible to replace, are there any recommendations?

The HP 595 series utilize an HP proprietary designed PSU, as shown here.  Is there a specific game ?  Your unit, shown here,  has an i5 CPU and a mismatch with using 8GB + 4GB of RAM.  It would be more efficient with matching pairs, ie 2x8 GB  or 2x16 GB pairs.
