Hello , I got an issue when I upgraded the Ram in my pc. Before the ram was at 3200Mhz but when I changed it it’s Locked at 2300Mhz. And I don’t have XMP/AMP option in Bios. Does hp hide it ? And how can I turn it on ?

What model PC ?
Original memory: was it one stick or two?
New memory: One stick or two. Did it have an HP label?
Supposedly one of the HP Omen PCs has XMP in the bios as a feature. I think that is just a rumor. As far as I know there are no secret codes to get access to XMP and the HP bios checks the memory and looks up the SPC codes to determine how to set the speed. If the memory is not recognized then the speed default is 2133.
If you have two memory sticks and the speed is 2300 then the effective speed is 4600 since they are both accessed concurrently.
Here is a note that you will find on every Intel CPU specification.
Note the "may be lower"
It is likely that even if you get HP blessed memory with an HP label it may run slower than 3200 since it is in dual channel mode.
run the following with the new memory and with the old memory and report back the results. It would also be useful to know the model of your PC.
An easy way to find what memory you have is to run the wmic app from the windows command prompt. Bring up the window CMD prompt and enter the first line to see what memory you have. The second line may give the maximum memory possible based on the chipset. The number of memory sockets limit what can be added.
wmic memorychip get devicelocator, capacity, speed, MemoryType, formfactor, partnumber, manufacturer |
wmic memphysical get maxcapacityEx, MemoryDevices |
Should look something like the following. To purchase identical memory search for the part number shown and look for the letters 'HP' on any label attached to the memory stick.
The above values are in bytes. Divide by 1024 twice to get megabytes.
8589934592/(1024*1024) = 8192mb or 8gb
The output of maxcapacityEx is Kbytes, not bytes.
Note that some older systems do not recognize maxcapacityEx even when running latest Windows.
Let me know what you find out.

Thank you for your response, the model of my pc is hp pavilion tg01-1769nf and it was 1 stick
the ram is used at 1033Mhz for 1 DIMM.
And as you sa with dual channel if i use only one channel of 16Go I can get 3200Mhz or is it only with Hp branded ram ?

You mentioned 2300, 3200 and now 1033
I am not sure of your memory speed
I was unable to find tp01-1769nf but I did find tp01-1000 here and it looks like your can takes the memory
L98133-002 | MEM, UDIMM 8GB DDR4-3200 1.2v NECC |
I assume if you bought another stick of L98133-002 you would get 16gb of memory and run at 3200 but Intel has a warning that the speed may be lower. Note that if you have two sticks of memory running at 3200 the effective speed is actually 6400

Actually I have 2 Corsair vengeance rgb pro 3200Mhz
32Go.(I’m looking to get a new pc in 3-4 months)
but when I launch CPU-Z the sticks are locked at the JEDEC standard so 1033Mhz.
So with the 2 sticks it’s 2066Mhz.
i also don’t have an intel proc , i have an AMD Ryzen 5 4600G and a gtx 1650.
so I need to use AMP but this option is also missing.

Only Intel mentions the problem with dual channel memory. It still applies to AMD. Operating memory in interleaved two or four channel can slow down the memory access if the memory controllers have problems running at exactly 2x the normal speed.
