I'm trying to replace the CPU Heatsink and fan due to a persistent 90B error as I startup, the part 866177-001 seems to no longer be available from HP or anywhere in the UK, and can only be imported from America at an inflated price, are there any alternative heatsinks and fans that will work for my HP Pavilion Desktop PC 570-p0XX?

You only need to replace the fan.  It is a 4 pin PWM fan.  See screw mounting to heat sink.

You can measure it to determine size, likely 92mm.
