I Upgraded my SSD RAM to two of 970 evo plus and i found that one ram read and write speed is correct at fullness and the other ram is read at half the speed ,, does the card holding the rams needs to be changed as well? if yes .. which one should i buy ? this is for my HP Z8 G4 workstation

First thing I would do is swap the order of the NVMe sticks to see if the "second" stick always operates at a slower speed.
I have a non-HP desktop that has two m.2 NVMe slots and the second slot, when the first is occupied, is a LOT slower than the first -- and this is documented in the manual that came with the motherboard.
The same might be true of your PC, but I have no way of knowing that. Swapping NVME sticks will show if it is a stick problem or a slot problem. IF the second, which is my guess -- sorry, there is nothing you can do about this, as that is by design.

Yes when replaced the lower becomes at full speed and the full becomes at lower I found this in the manual of my device but i don’t know which is suitable for 2x1 TB 970 evo plus can you suggest me the correct one this is for the rack

In my case, the two m.2 slots run at different speeds, so I have gen4 m.2 in the fast slot and a gen3.3 in the slow spot.

So, do you have BOTH SSDs on this card, or as I suspect, one on the motherboard and one on this card? If the Slower one is on this card, this is because this cards only supports Gen 3 speeds, and your motherboard likely supports Gen4 speeds.
