Microsoft Windows 10 (64-bit)

I purchased this computer from VIPOutlet, turned it on and noticed that the fan inside the power supply doesn't spin. The PSU is a 400 W Platinum efficiency power supply. Is this how it's supposed to act?  I had it on for at least 90 minutes and the fan never turned on. The other fan was on.

 

It's still under warranty. Would HP replace it for free?

To answer the question about the power supply - I have not come across a power supply fan that was on a thermal control, but it might be possible.  All of the ones I see are fan on all the time.  Some might change the speed of the power supply fan when under various load conditions but I would not expect it to be off.

I looked up VIPOutlet to see what that was.  It appears to be a used market PC but they do offer a 90 day warranty for the products they sell.  They also offer a 30 day return policy.  However, since this is a used PC and out of HP warranty, I suggest you contact them for repair or replacement.
