Your motherboard has UEFI: https://www.howtogeek.com/56958/HTG-EXPLAINS-HOW-UEFI-WILL-REPLACE-THE-BIOS/
So, this is not a concern for you! The only thing that concerns me is the fact that the specifications state "Short card". You should follow the instructions in the HP article that I provided to assure there will be space for the card you choose and space for good airflow.

Thanks for the advice. I was concerned a bit the power supply has it has only a 500w bronze 80 in it. Would that be plenty do you think or would that have to be changed also. Regarding the geforce rtx 3070. There is plenty of space so a longer card would fit.

Read the SPECS tab in the link. I am concerned about the amount of heat that the card develops. You have a smaller mid-size case. They don't allow for a lot of airflow. I suggest doing some research online to see what users are saying about them.
