Hi there HP people,
I would like to know which GPU is the best possible for my Pre-Build Game PC.
It is the OMEN 35L GT16-0015nd PC (AM3L8EA).
it currently has an 4060TI(NVIDIA) with 8GB of RAM

Your OMEN 35L Gaming Desktop PC GT16-0xxx (AM3L8EA) as fitted with the Wolant motherboard (SSID: 8CF4) and an HP-branded Master Cooler 500-watt power supply.
Your HP-branded smaller-sized (dual fan) 160-watt TDP RTX 4060 Ti is actually a fine graphics card.
Possible graphics card upgrade without upgrading you power supply:
RTX 5060 Ti (180-watt TDP) such as this model: https://www.techpowerup.com/gpu-specs/msi-rtx-5060-ti-gaming-oc.b12408.
If you are willing to upgrade your power supply with a quality 750-watt ATX power supply, you can upgrade your graphics card such as a smaller-sized (dual fan) RTX 5070 (250-watt TDP), RTX 4070 Ti Super (285-watt TDP) or an RTX 5070 Ti (300-watt TDP).
Look, as long as a graphics card will physically fit in your case (watch out for length!) and you got a sufficiently powerful PSU, you can fit anything you want -but mind you: you should improve the overall air flow through your case by adding one or more case cooling fans. YouTube provides a number of fine instructional videos of how/what to do.

According to HP's specs, the best compatible processor (for now) that could be installed in your HP OMEN 35L Gaming Desktop GT16-0xxx as fitted with the Wolant motherboard (SSID: 8CF4), is the Ryzen 7 8700G (8-Cores, 16-Threads, 4.20 GHz up to 5.10 GHz, 65-watt TDP).
That is not to say that in future BIOS upgrades, HP could add other Socket AM5 processors, but for now, this is it. Also verified here: https://www.userbenchmark.com/System/HP-OMEN-35L-Gaming-Desktop-GT16-0xxx/340863.
The latest BIOS upgrade is F.09 Rev.A, released on January 13th, 2025: https://support.hp.com/us-en/drivers/omen-35l-gaming-desktop-pc-gt16-0000a/2102217333.
Your motherboard utilizes the AMD B650 chipset and supports AM5 socket processors. Whilst the Ryzen 7 9800X3D is physically compatible with the AM5 socket, its compatibility with the Wolant motherboard depends on BIOS support and power delivery capabilities. Meaning, a Ryzen 7 9800X3D sports a whopping 120-watt TDP, which may exceed the Wolant motherboard's power design limit.
