Hello
Without further details, no budget, use of the computer!
We will tell you everything and anything
This computer is originally configurable, you already have some upgrading possibilities shown here
HP ENVY 700-230qe Desktop PC Product Specifications and Configurable Options
It is already equipped with 16gb, this is sufficient for use with most games
The processor is in my opinion sufficient, but it will depend on what you want to do with it, and the possibilities are limited, no recent model possible
For the graphics card it depends on if you want to play very powerful games, again you may be limited, by the motherboard and the power supply.
The indicated list is already out of date, eventually you can try an nvidia gtx 1070 that is suitable for many games
Then you have to check directly against the space available in the box, and the size of the card found, it depends on the manufacturer
Also check if the power supply is sufficient, and if you have the required pci connectors
