Dear Forum,
Woke up and decided to Upgrade an HP EliteDesk 800 G1 Tower (TWR) PC.
Main reason 'why' is that I always wanted to work with the fabled "Devil's Canyon" 😈 i7-4790K (4.00 GHz up to 4.40 GHz, 4-Cores, 8-Threads, 88-watt TDP) processor.
And thus, here we go. Hey, Ho.
Anyway, one can purchase a barebone HP EliteDesk 800 G1 TWR via eBay for less than $40 -and that includes shipping.
Here are the specific parts I ordered for this upgrade:

Desktop modifications:
Modified the top panel by cutting a 90mm Ø opening and adding a 0.38A 12V (4.6W) 9025 cooling fan positioned directly above the CPU cooling fan/heatsink combo, in order to blow air down (in) to improve case airflow dynamics/cooling.

Making progress. Installed Windows 10 Pro etc. and updated all drivers. Btw, the 750-watt ATX power supply didn't work with the 'COMEAP' power supply adapter. Will test again with a different ATX power adapter at another time. Instead, for the time being, installed an HP 400-watt PSU, with p/n: L03088-004, which has one 6-pin PCIe power cable. Installed a GTX 1660 Ti 6GB with a 6-pin PCIe to 8-pin PCIe power cable adapter. Not ideal, but since a GTX 1660 Ti 6GB is a lowish TDP graphics card (120-watt), this mod should work just fine. And it did.
This is not the final system/rig, but I wanted this desktop to be up and running -on the map, so to speak. Ran some benchmarks, including UserBenchMark:

The SK Hynix 4 x 8GB 1600 MHz DDR3 RAM runs not just in Dual Channel mode, but also Dual Rank:

Alright, go for it @NonSequitur777! Hope it turns out well, always nice to see someone making use of those older platforms and those available components which are now lower in cost to make a better performing system.

Dear Forum,
Measurement suggested that in order to make the RTX 2080 Super fit, had to remove the green plastic drives-bay clip:
And once the motherboard was installed, noticed that the 19-pin USB 3.0 connector sticks up too far up and is in the way:
Therefore, ordered a "USB 3.0 19-pin 20-pin Male to Female Extension Cable M-F 15cm Adapter Cable" via eBay:
The point is that the male part of the connector extension cable is flexible, and will allow to be bend/positioned in such a way that the graphics card will fit onto the motherboard -see image courtesy eBay:
Secured the ATX AresGame AGW 750-watt power supply by drilling two holes (for the time being) in the case for two torx screws -see blue circles:
Also flipped over/reversed the rear-chassis cooling fan, so that it blows air into the desktop, and not out. I have found that in combination with the added top-panel cooling fan also blowing air into the PC, I achieve better CPU heatsink cooling.
Please note: could use double-sided sticky tape or adhesive Velcro tape to secure the power supply.
The RTX 2080 Super's two PCIe power connector inputs are located on top of the graphics card facing up and would leave little room for the 6-pin and 8-pin PCIe power cables, at least with the top panel on. Solution: ordered these PCIe 180° power connector adapters to resolve this issue:

Dear Community,
Downloaded and installed the Intel Extreme Tuning Utility ("XTU") -not the newest version, but v. 6.5.2.40, which is compatible -as in: it actually works overclocking an HP EliteDesk 800 G1 TWR:
Changed Core 3 (43X) & Core 4 (42X) both to 44X ("Apply" and "Save") and this preliminary OC-ing worked like a charm:
