I'm wanting to upgrade my processor from the built-in Intel i3-8100 to an Intel i7-8700 to handle gaming and streaming at the same time. Also upgrading RAM to 16gb from factory installed 4gb. Both processors are 65W. Should I upgrade the heat sink and fan as well? Or would the system handle it as is?

I have gone through your Post and would like to help
Ideally the PC should be able to handle it without upgrading Fan and you shouldn't be facing much issues since both Processors uses 65 W.
Changing the Processor and Memory wont give rise to overheating issues unless you are playing high end games
