My usb ports have been disabled in bios. Tried resetting CMOS using jumper pins and removing battery. When restarted the computer said to hit enter to reload factory bios. Keyboard and mouse still not working. I've tried everything and still now operating usb ports. At a loss.

Please try these steps - HP PCs - Troubleshooting USB Connections
If the issue still persists, I'd suggest you Contact HP in your region regarding the service options for your computer.
