When on a website and I want to open something in PDF format, when I click on PDF, it goes straight to "save file as" instead of giving me the option to OPEN or SAVE. Where do I go for this setting?

Which web-browser are you using to view the web-site?
In Windows 10, Microsoft Edge has a built-in PDF-viewer, which should open the file.
Or, install the free Adobe Acrobat Reader DC: https://get.adobe.com/reader/
It will configure your computer to be the "default" application for opening PDF (Portable Document Format) files.
